PM Nawaz Sharif discusses with General Raheel Sharif the foreign sources of instability in Pakistan!

-Dr. Abdul Ruff

07 February 2016

All these years when Pakistan suffered the most in the region, USA and India kept on pushing Pakistan to the wall, blaming it for all terror activities in the region. Both asked details of terror operations from Islamabad and advised it to “do more” to stop supporting terrorists. This gave the world an impression that Pakistan is the cause of terrorism as Pakistan refused to tell the truth about anything.

Even growing India is too happy that its nuke rival Pakistan has been rendered a weak nation, fully destabilized by all terror operations, including US-NATO operations, targeting Muslims in order to clear pipelines routes inside Pakistan-Afghanistan from which India reaps benefits

For the first time in years, Pakistan has now articulated its position clearly and raised objection to US-India joint game in targeting Pakistan. Prime Minister Nawaz Sharif and army Chief General Raheel Sharif discussed on February 04 the role of hostile foreign intelligence agencies and their collaborators in fomenting instability in the country.

According to the Inter-Services Public Relations, the two met at the ISI headquarters in Islamabad, Chief of Army Staff General Raheel emphasized on the need for continued efforts across the country to consolidate gains of Operation Zarb-e-Azb against militants.

Army spokesman Lieutenant General Asim Saleem Bajwa said the meeting was attended by security officials including ISI chief Lieutenant General Rizwan Akhtar. "The role of hostile (foreign) intelligence agencies and their collaborators in fomenting instability in Pakistan and undermining Pakistan's interests was discussed in detail," Bajwa said.

The "hostile agencies" were, however, not officially identified. The participants also reviewed the internal and external threat perceptions, including those from terrorist networks. The meeting also discussed the "management of Pak-Afghan border" and how to improve it to stop incursions from Afghanistan.

Sharif appreciated the efforts and achievements of the army and intelligence agencies in achieving "major breakthroughs" and bringing a noticeable change in the security environment of the country. He said the entire nation was proud of its premier intelligence agency, reiterating that the government and the nation stood behind its armed forces.

General Raheel underscored the need for continued efforts across country in consolidating gains of operation Zarb-e-Azb and intelligence based operations to ensure sustainable peace. Media reported that Interior Minister Nisar Ali Khan and NSA Lt-Gen (retd) Nasser Janjua also attended the meeting.

Pakistan's former interior minister Rehman Malik has urged Prime Minister Nawaz Sharif to inform US President Barack Obama during his next visit about the alleged "nexus" between Indian and Afghan intelligence against Pakistan. Malik also told Sharif to seek US' help for the country as Pakistan had suffered a lot in the war on terror. Malik said in a letter to Pakistan that the nexus between Indian Intelligence Agency, Research and Analysis Wing (RAW) and Afghanistan's Intelligence Agency, National Directorate of Security (NDS) was no secret and that it was responsible for creating instability and hostility in Balochistan and Fata. He said that Afghanistan has not yet handed over the mastermind of Peshawar massacre, Mullah Fazalullah, to Pakistan despite the latter's repeated requests.

Pakistan has warned that growing US cooperation with India on its civilian nuclear program could destabilize a region with a quarter of the world’s people. President Barack Obama announced during a three-day trip to New Delhi last year that the USA would support India’s entry into the 48-member Nuclear Suppliers Group. He also said the countries reached a breakthrough that would pave the way for investment in its civilian nuclear power sector.

An agreement with the USA in 2008 helped India gain a waiver from the Nuclear Suppliers Group, which barred trade with any nation that hadn’t endorsed the Nuclear Non-proliferation Treaty, which India has refrained from signing. Pakistan isn’t a member of the group and doesn’t have a waiver.

Sartaj Aziz, an adviser to Pakistani Prime Minister Nawaz Sharif had said the operationalization of Indo-US nuclear deal for political and economic expediencies would have a detrimental impact on deterrence stability in South Asia. “Pakistan reserves the right to safeguard its national security interests.” The moves may be part of Pakistan’s strategy to build more nuclear reactors with China, said an assistant professor at the School of International Studies in Singapore.

Obama agreed to work with Indian PM Narendra Moditoward “phased entry” that would include joining three more global non-proliferation assemblies: The Missile Technology Control Regime, the Wassenaar Arrangement and the Australia Group.

Pakistan and China are among nations questioning whether neighbouring India deserves to gain further international legitimacy for its nuclear program, putting them at odds with the Obama government. The Nuclear Suppliers Group, a set of nations exporting atomic reactors and fuel, was created in response to India’s widely denounced nuclear tests in 1974. China noted Obama’s trip to New Delhi and said that India still needs to take more steps to meet the requirements of the Nuclear Suppliers Group

Pakistan also objected to Obama’s support for India to get a permanent seat on the United Nations Security Council. “Pakistan values its relations with the United States and expects it to play a constructive role for strategic stability and balance in South Asia,” Aziz said. China should be afraid that a strong bond between India and the US could threaten their own regional freedom.

Nuclear cooperation highlighted the meetings between Modi and Obama, who was India’s chief guest for its annual Republic Day parade. Among the breakthroughs was an end to a years-long deadlock on obstacles that blocked the USA from installing nuclear plants in India, which plans a $182 billion expansion of its nuclear industry.

US technology suppliers have questioned the depth of the agreement between Obama and Modi. Westinghouse Electric Co., the Monroeville, Pennsylvania-based nuclear builder owned by Toshiba Corp, said it would study an offer by India to create an insurance pool to shield suppliers from liability in the event of an accident

Last year, in an official visit to the United States, Pakistan Prime Minister Nawaz Sharif met US Secretary of State John Kerry and explained the alleged role of Indian intelligence agencies in destabilizing Federally Administered Tribal Areas (Fata), Balochistan and Karachi. Three separate dossiers were handed over to the USA, which contains evidence of alleged India involvement in destabilizing role in these areas. Sharif also reiterated the peace initiatives he spoke about in the recent United Nations General Assembly (UNGA) session.

The Prime Minister also gave a detailed report on progress made by Pakistan to fight against terrorism. He also informed Kerry about the operation Zarb-e-Azab and the National Action Plan.

In Rome, Chief of Army Staff General Raheel Sharif has said that enemies of Pakistan are stoking terror to destabilize the country. He was speaking at Centre of International Study in Rome to give Pakistani perspective on international security. The Army Chief said for the world terrorism is a conflict but for Pakistan it is war for survival. He said operation Zarb-e-Azb is a comprehensive concept against terrorism and it will ensure terror free Pakistan and the region. He said the operation has progressed well and now last few pockets are being cleared. General Sharif said terrorists won’t be allowed to re-establish. He said through better border control with Afghanistan, these areas will be rebuilt. He said Pakistan and Afghanistan are uniquely and inseparably placed and peace in one country is not possible without peace in the other. He said Pakistan is making sincere efforts for reconciliation but there is need to beware of detractors and spoilers who challenge both Pakistan and Afghanistan.

Pakistan's federal government reportedly decided to hold high-level talks to take a call on ways to "tackle" and "monitor" the activities of India's premier intelligence agency, Research and Analysis Wing (RAW), in Pakistan. The meeting would review the agency's involvement in the recent terror attacks in Karachi, Balochistan and other areas. Interior ministry said that discussions will be chaired by Pakistani Prime Minister Nawaz Sharif and will be attended by heads of civilian and military intelligence agencies as well as civilian and military higher-ups. Following discussions, the government will decide on how to effectively counter and limit RAW's activities in the country and raise the issue at an international level.

Army chief General Raheel Sharif had warned last week that tough measures would be adopted to put an end to the activities of anti-Pakistan foreign spy agencies. The Interior ministry claimed that the Indian intelligence agency had intensified its efforts to destabilize Pakistan soon after Pakistan and China inked numerous agreements. The official said that Pakistan had already conveyed the evidences against RAW to the Indian government.
